Research Analyst (Security)

The British Embassy in Jakarta is part of a world-wide network of 230 Diplomatic Posts, representing British political, economic and consular interests overseas. Indonesia and the United Kingdom have a strong relationship, and we work closely together to promote economic prosperity and international security. In order to strengthen our engagement further, we are looking to recruit a Security Sector Research Analyst.

The primary role of the Research Analyst (Security) will be to evaluate and analyse issues such as counter-terrorism and weapons proliferation. The position will also review the progress of reform of the Security Sector in Indonesia. There will also be instances when other transnational matters need to be analysed such as counter narcotics and efforts to tackle people smuggling amongst others.

The job-holder will work in the political team at the British Embassy as well as liaising with Foreign and Commonwealth Office colleagues at other Embassies in the region and those in London, reporting to the Second Secretary at the British Embassy in Jakarta.

This will be an exciting and challenging role in the Embassy, working closely with colleagues in the political, media and communications, defence and commercial teams, as well as the British Council.

Main duties
  • Understand and report on the Indonesian government’s long and short-term policy approaches to the security sector environment.
  • Analyse and report on the regional strategic security situation and any implications this may have for the UK.
  • Maintain an excellent network of senior level contacts; across government, academia, politics, and civil society.
  • Spot innovative opportunities to help deliver UK policy priorities and offer advice on handling any associated risks.
  • Facilitate bilateral governmental visits and Embassy events.
  • Develop strong working relations with all teams in the Embassy, including UK Trade and Investment, DFID and the British Council.
Requirements:

Main Duties

  • Handle high-profile and/or difficult cases, including prison and hospital visits and issuing urgent emergency travel documents
  • Assist Consul to maintain (and test annually) the Post Emergency Plan, in readiness for any potential crisis
  • Maintain and widen contacts with and outreach to local authorities, emergency services, the public and travel industry and wider stakeholders 
  • Liaise with the colleagues in London FCO, other Posts in SE Asia Pacific and the Regional Consular Director to deliver regional best-practice and consistency of support
Requirements
  • Applicants must be willing to start the employment with a 1 year fixed term contract.
  • At least 3 years of experience in managing staff, preferably in a customer service setting.
  • Experience of a similar role in another Embassy, NGO or international organization would be an advantage
  • Experience of budget management is advantageous

General Affairs Officer - Jakarta
Duties
  1. In charge of daily management (including purchase, maintenance and repairs) of property issues regarding the Embassy chancery.
  2. Responsible for the management, as outlined above, for the Ambassador’s Residence, 4-5 diplomatic staff’s apartments/houses and the Embassy property in Puncak.
  3. Responsibility to follow-up on conditions in the renting contracts for the embassy chancery, residence and the diplomatic staff housing and keeping up the contact with the landlord’s representatives
  4. Responsibility to follow-up on contracts with service companies (air-condition, pest control, pool cleaning, diplomatic pouch
  5. In charge of issues regarding import/export of goods and  moving of incoming and outgoing diplomatic staff, including KEMLU, moving companies, customs clearance, car registration, diplomatic visas, ID cards etc.
  6. Responsible for continuous control of satellite phones and other equipment relevant to security and contingency planning.
  7. Responsible for logistics and security contacts during incoming visits.

  9. In charge of the office supply storage room, including inventory and refill (after decision made by sent out staff).
Requirements
  • A minimum of 3 years of working experience in a similar position in an international organization or Embassy would be extra appreciated;
  • Experience in dealing with KEMLU, customs, and other authorities as well as with tax issues is a vital requirement;
  • Proven experience in building management and administration;
  • Experience and knowledge with handling practical issues regarding for example, electrical appliances, building management, general repairing of things.
  • Computer literate and well versed in Microsoft office applications;
  • Excellent spoken and written English and Indonesian;
  • A presentable and self-motivated team player with excellent interpersonal skills;
  • Secondary school education or its equivalent is required and training/courses in secretarial administration, engineering or technology are distinct assets.

Working hours

Japan (Japanese: Nihon or Nippon, officially the State of Japan.) is an island nation in East Asia. Located in the Pacific Ocean, it lies to the east of the Sea of Japan, China, North Korea, South Korea and Russia, stretching from the Sea of Okhotsk in the north to the East China Sea and Taiwan in the south. The characters that make up Japan's name mean "sun-origin", which is why Japan is sometimes referred to as the "Land of the Rising Sun".

Japan is an archipelago of 6,852 islands. The four largest islands are Honshū, Hokkaidō, Kyūshū and Shikoku, together accounting for ninety-seven percent of Japan's land area. Japan has the world's tenth-largest population, with over 127 million people. The Greater Tokyo Area, which includes the de facto capital city of Tokyo and several surrounding prefectures, is the largest metropolitan area in the world, with over 30 million residents.

Archaeological research indicates that people lived in Japan as early as the Upper Paleolithic period. The first written mention of Japan is in Chinese history texts from the 1st century AD. Influence from other nations followed by long periods of isolation has characterized Japan's history. In the late 19th and early 20th centuries victory in the First Sino-Japanese War, the Russo-Japanese War, and World War I allowed Japan to expand its empire during a period of increasing militarism. The Second Sino-Japanese War of 1937 expanded into part of World War II, which was brought to an end in 1945 by the atomic bombings of Hiroshima and Nagasaki. Since adopting its revised constitution in 1947, Japan has maintained a unitary constitutional monarchy with an emperor and an elected parliament called the Diet.

A major economic power, Japan has the world's third-largest economy by nominal GDP and fourth largest economy by purchasing power parity. It is also the world's fourth-largest exporter and fourth-largest importer. Although Japan has officially renounced its right to declare war, it maintains a modern military force in self-defense and peacekeeping roles. After Singapore, Japan has the lowest homicide rate (including attempted homicide) in the world. According to both UN and WHO estimates, Japan has the longest life expectancy of any country in the world. According to the UN, it has the third lowest infant mortality rate.

Etymology
The English word for Japan came to the West via early trade routes. The early Mandarin or possibly Wu Chinese word for Japan was recorded by Marco Polo as Cipangu. In modern Shanghainese, a Wu dialect, the pronunciation of characters 'Japan' is Zeppen. The old Malay word for Japan, Jepang, was borrowed from a Chinese language Jih'pen'kuo, and this Malay word was encountered by Portuguese traders in Malacca in the 16th century. Portuguese traders were the first to bring the word to Europe. It was first recorded in English in a 1565 letter, spelled Giapan.

Indonesia-Japan Bilateral Relations 
Diplomatic Relations 
Opened in April 1958 with the signing of the Treaty of Peace between Japan and the Republic of Indonesia. The same year also signed the Agreement Booty.

As for the opening of flight routes between Japan and Indonesia was held in 1963.

50 years of diplomatic relations between Indonesia - Japan in 2008
Welcoming in 2008, which is the "Year of Friendship Indonesia - Japan" (the 50th anniversary of diplomatic relations between the two countries), President Yudhoyono and Prime Minister Fukuda sent each other congratulatory messages and a new year and affirm each other's determination to further strengthen friendly relations and cooperation between Japan and Indonesia. "Indonesia-Japan Friendship Year" which is based on friendly relations and cooperation have become a tradition between the two countries and nurtured over the last half century, is an excellent opportunity to further develop these relations in half a century to come. Therefore, planned to host various events at each of the two countries, to expand exchanges between the peoples of the two countries and deepen mutual understanding across the generations. Expected exchange of messages that initiate and mark the "Year of Friendship", can become the driving momentum of business between the two countries succeed in "Year of Friendship" is, and also beneficial to increase the participation of people of both countries more broadly in the organization of the "Year of Friendship" is.

Qualification Requirements 
a) Indonesian citizen or permanent resident of Indonesia
b) Fluent in English (capable of communicating and writing documents in English)
c) College-educated or higher qualification holders
d) Capable of using computers (Word, Excel and PowerPoint etc.)
e) Has the experience of secretarial work for more than 5 years
f)  Knowledge of Japanese Language is an additional asset
 
Terms of Employment
a)  Working venue is the Mission of Japan to ASEAN, Jl. M.H. Thamrin, No. 24, Jakarta 10350
b)  Basic working hours are from 08:15 to 16:00, Mon. – Fri. excluding the holidays of the Mission (Lunch break: 12:30 – 13:15)
c)     Salary will be decided based on the certain standards in Jakarta and will be paid in IDR which will be exchanged from USD.
d)     Can start working immediately after the contract is signed

Selection ProcessAfter receiving application documents by email, the Mission will select the candidates in the following procedures;
a)     Those who pass the initial document screening will be invited to come to the Mission for a written test (document preparation in English) and an interview.
b)     Considering the results of document screening and of the written test/interview, the Mission will select 1 (one) person who is considered to be appropriate for a local staff of the Mission
 
*Please note : the Mission of Japan will NOT contact those who cannot pass the initial document screening. The Embassy will inform those who cannot pass the written test/interview of the result by email or telephone.
